The Mayor of London, Sadiq Khan, confirmed the move on social media on Tuesday, warning that dangerously cold conditions overnight have triggered emergency support for those sleeping rough.

Posting on X, the Mayor said: “Severe Weather Emergency Protocol activated in London. The temperature is due to drop below freezing tonight, and emergency accommodation is open across the capital for those sleeping rough. If you are sleeping rough or know someone who is, you can connect to support via Street Link.”

SWEP is a vital cold-weather safety net that protects people experiencing homelessness when temperatures fall to freezing or below.

When activated, councils and outreach teams across London work with charities and local services to provide emergency accommodation, ensuring rough sleepers have a warm and safe place to stay during the cold spell.

The scheme operates through StreetLink, which allows members of the public to alert outreach teams about people sleeping rough. Once a referral is made, local services aim to locate the individual and connect them with appropriate support as quickly as possible.

The activation comes as London braces for a sustained cold snap, with overnight temperatures forecast to dip below zero and icy conditions expected on roads and pavements. Weather forecasters have warned that the bitter conditions could pose serious health risks, particularly for those spending extended periods outdoors.

Londoners are being urged to look out for anyone sleeping rough during the cold weather and, where possible, to make a referral via Street Link.

The Mayor has repeatedly stressed that no one should be left on the streets during freezing conditions, and that emergency accommodation remains available for the duration of the severe weather.

Anyone concerned about someone sleeping rough can make a referral online or via the Street Link app, helping ensure vulnerable people receive support during this cold spell.
