As we move into the second month of the summer transfer window, Tottenham Hotspur and Arsenal remain two of the most active clubs in the Premier League.

Bissouma had been heavily linked with a move to Arsenal before Tottenham stepped in and snapped him up for only £25m. The midfielder could prove to be a bargain if he can replicate his Brighton form.
8. Fabio Vieira - Arsenal
Fabio Vieira joined Arsenal for an initial €35m after a superb season with Porto in which he scored six goals and assisted another 14 in the league last season.
