Kelly, 32, was released by the Eagles at the end of the last campaign when his contract at Selhurst Park expired.
He has since spent the past couple of months weighing up his options as a free agent and has landed himself a new move now on deadline day.

Crystal Palace swooped to sign the full-back back in 2014 and he went on to be a useful player for the London outfit.
He went on to make 141 appearances in all competitions and chipped in with a single goal.
Prior to his move, he rose up through the youth ranks at Liverpool and went on to play 61 games for the Reds in his early career, as well having a loan spell away in the Football League at Huddersfield Town to gain some experience.

The once-capped England international helped the Eagles establish themselves as a Premier League club and will now be looking to get back to the top flight with his new team West Brom.
Palace couldn’t offer him first-team football anymore under Viera, mainly due to the abundance of top quality options they now have in their defensive department.
Kelly joins a Baggies side who haven’t started the best under Steve Bruce this term and have a lot of work to do to help them rise up the table.
