Ex Cellar, a restaurant, cafe or canteen at 38 Market Place, Kingston Upon Thames was given the maximum score after assessment on December 21, the Food Standards Agency's website shows.
It means that of Kingston's 408 restaurants, cafes and canteens with ratings, 253 (62%) have ratings of five and just four have zero ratings.
