“We are looking to improve in every possible department,” said Arteta.
“With the new regulations, there are certain things we have to respect and be conscious of and then obviously the Euros and Copa America are slowing everything down.
“Hopefully now it is going to pick up a little bit.”

Arsenal want to sign Dan Bentley from Wolves. They have already had a bid of £50,000 rejected for the goalkeeper who is seen as a third choice back-up.
The Gunners are also looking at long-term replacements for Aaron Ramsdale, with Arsenal goalkeeping coach Inaki Cana an admirer of Espanyol’s Joan Garcia.
However, Ramsdale would need to leave for Garcia to come in and there are currently no active club-to-club negotiations for the England man.
18-year-old Tommy Setford has also been subject of a £350,000 bid from Arsenal.

Arteta is keen on bringing in a new midfielder this summer and has already spoken with Real Sociedad star Mikel Merino, who has one year remaining on his contract. The Basque side will consider allowing the player to leave for around €33m (£27.5m), a fee that Arsenal believe represents good value for money.
Merino, 28, is keen on a new challenge and has been presented with a plan as to where exactly he fits in at Emirates Stadium.
Thomas Partey is attracting interest from Saudi Arabia once again. Sources close to the player say he remains happy in London, although a significant improvement on his contract terms could be enough to persuade him to make the move to the Middle East.
