Premier League confirm decision that will impact Arsenal and Chelsea amid combined £307.8m spending bill

The Premier League has made a decision that will impact the Premier League clubs for another season.

The Premier League has confirmed a decision that will impact Arsenal, Chelsea, Tottenham and the rest of the London clubs in the top flight. Premier League clubs have been governed by Profit and Sustainability rules since 2015, with clubs not permitted to lose any more than £105million over any rolling three-year period.

Breaches have been dealt with by point deductions and fines, with Everton and Nottingham Forest previously falling foul of the rules. Meanwhile, the likes of Arsenal and Chelsea have had to walk the line over the last couple of years, needing to balance their big spending by sanctioning exits.

The rest of the London clubs have not had to be overly careful, given their spending is typically outweighed by exits with the exception of Tottenham, who are not usually big spenders.

Over recent seasons, the Premier League’s Profit and Sustainability Rules have been criticised, and especially by some of the bigger spenders. Manchester City, Newcastle United and Aston Villa have all criticised the rules because of their inability to spend more than they currently are, and that has led to a proposal of new rules.

It is proposed that Squad Cost Rules replace the existing rules, which would allow clubs to spend a maximum of 85% of its revenue on player recruitment, and that includes agent fees. Those rules are similar to those used by UEFA, who cap the spending to 70% of revenues.

But when the Premier League clubs met in London on Thursday, it was deemed that those new rules had not been developed enough to the point of being ready to be implemented for next season. As a result, it has been decided that the existing Profit and Sustainability rules will remain in place for the 2025/26 season. That decision was not voted on because of the fact the new model simply was not ready to be implemented.

That will impact all of the London clubs, but particularly Arsenal, who spent £101.4million on new signings in the summer, including add-ons, and Chelsea, who spent £206.4million, resulting in a combined spending total of £307.8million between the two clubs.
